Pretty sure this is Schreiner, very well made.
It has the correct pin stem. Hook and eye, and egg cup/carton backing, 6 florets in a few spots, definitely a variation, possibly a sample piece or prototype?
I have included 2 photos of a signed poodle, different one, but it has the exact tail.
After speaking with several Schreiner experts, we are all fairly certain this is Schreiner.
Definitely a rare one!
